According to Xinhua News Agency, Beijing, June 25th, recently, the General Office of the State Council issued the "Guiding Opinions on Supporting the Development of Xinjiang's Textile and Apparel Industry and Promoting Employment" (hereinafter referred to as "Opinions"), which is a guideline for promoting the healthy development of Xinjiang's textile and apparel industry and promoting the development of Xinjiang's various ethnic groups. People's employment and entrepreneurship are deployed.
The "Opinions" are implemented in stages, and put forward industrial and employment development goals. By 2020, the overall strength and development level of Xinjiang's textile and garment industry will be improved, the employment scale will be significantly expanded, and an important national cotton textile industry base, a clothing and apparel production base in the northwest region and the core area of the Silk Road Economic Belt, and a westward export distribution center will be basically built. .
The "Opinions" clarified the key tasks in 8 aspects. First, the rational layout of industrial development. Focus on supporting Aksu Textile Industrial City, Shihezi, Korla and Aral Economic and Technological Development Zones to build comprehensive textile and garment industrial bases; vigorously support the development of garment and apparel, knitting, carpet industrial parks or industrial clusters in southern Xinjiang. The second is to promote the industrial process in an orderly manner. Moderately expand the production capacity of cotton spinning, focus on the development of apparel, home textiles, and knitting industries, and gradually improve the intermediate links of the industrial chain such as weaving, printing and dyeing. Appropriately develop the viscose industry, and extend the development of synthetic petrochemical raw materials and fiber industries such as purified terephthalic acid (PTA), ethylene glycol, and caprolactam. The third is to effectively undertake the transfer of industries in the eastern and central regions. Give full play to the function of the special customs supervision area in coordinating the international and domestic markets, and focus on attracting advantageous brand enterprises in the eastern and central regions and leading enterprises in the entire industry chain to enter Xinjiang for development. Fourth, actively cultivate characteristic industries and small and medium-sized enterprises. Vigorously develop national clothing, Muslim clothing, handmade carpets, embroidery and other characteristic industries. Fifth, vigorously develop domestic and foreign markets. Efforts will be made to develop the consumer market for clothing, apparel, home textiles and other products in the local, neighboring provinces and neighboring countries, gradually increase the market share, and expand the international market from near to far, from easy to difficult. The sixth is to speed up the improvement of the park infrastructure. Focus on the construction of park infrastructure and supporting living facilities, and enhance the comprehensive supporting capacity of the park. Seventh, supporting the development of producer services. Support key parks to build public service platforms, support the construction of supply markets for fabrics, accessories, spare parts, etc., and promote the integration and effective use of logistics infrastructure resources. Eight is to strengthen vocational skills training and personnel training.
The "Opinions" put forward six policy measures from the perspective of increasing fiscal and financial support. The first is to implement financial support policies. Increase the central government's investment in the development of Xinjiang's textile and garment industry. The second is to promote Xinjiang, especially southern Xinjiang, to implement social insurance subsidies for textile and garment enterprises to absorb people with employment difficulties, and subsidy policies for pre-job employment skills training. Third, the state continues to implement the freight subsidy policy for cotton textiles out of Xinjiang, and expands it to deep-processed products such as clothing and home textiles. Support Xinjiang to open international freight trains. The fourth is to improve the production and operation environment of the park, reduce the cost of electricity and gas consumption of enterprises, and support the construction of standard workshops with special funds. The fifth is to increase financial support, expand the scale of credit for the textile and garment industry, innovate financial service models, support financial institutions to set up more branches in Xinjiang, and appropriately expand the approval authority of financial institutions in Xinjiang. The sixth is to improve local supporting policies, do a good job in public services such as water, electricity, heat supply and centralized sewage treatment, and at the same time prevent excessive expansion of production capacity.
The "Opinions" require all relevant departments of the State Council, the People's Government of Xinjiang Uygur Autonomous Region, the Xinjiang Production and Construction Corps, and all provinces and cities assisting Xinjiang to refine supporting policies and measures according to their respective functions, strengthen communication and coordination, and ensure that all policies and measures are implemented in place.
